Why I am a Marauder

I am part of the Moore’s Marauders because of the impact this successful mission has on the lives of family members of this country’s heroes. Because of the sacrifices that these lost souls have made for us their posterity, I will do all in my power to bring these heroes home.

The effort, the resources, the cost, to recover these warriors is small in comparison to the sacrifices these men have made.

My career as an Air Force pilot and flight safety investigator was but preparation for this mission of investigation and identification of MIA throughout the world. As I flew to many WWII sites throughout my career, I couldn’t help but imagine the sacrifices and the people who preceded me into places like Tinian, Iwo Jima, Subic Bay, Clark AB, etc.

I come from a long line of military members including a WWII Seabee and an Army Air Corps pilot. I know personally the cost to families for service in the military. While there are many historical, military based organizations that I have encountered, this is unique in that this one puts action and purpose to historical significance. I am proud to be a part of such a fine collection of professional, purpose driven comrades with such a high calling.


Biographical Info - Lon Lease:

Professional Engineer, military pilot, scuba diver, sailor. Managed technology and construction management in the largest public school building program in the US, Undergraduate instructor and Telecommunications engineer. Graduate of the USAF Academy and veteran of Desert Storm. Resident of Wasilla, Alaska and Auckland, NZ.

Experience

2006 to Present - Parson’s Brinkerhoff
Deputy Director of Repair and Modernization- Staffing and Budget- Planned and executed the staffing for final stages of existing facilities construction for Los Angeles Unified School District Bond program totaling $20B.

  • Analyzed staffing for 350 accomplishing completion of building program within schedule and budget.
  • Proposed reorganization to increase effeciencies and quality of projects
  • Adopted plans to ensure completion of program using established resource levels.

Director of Modified Consent Decree Unit
- Directed the day to day Construction Management operations of a staff of 23 concerning program mangement of access compliance for the Federal Lawsuit called the Modified Consent Decree (MCD). Responsible for management of resources to ensure proper accountability for execution of access compliance projects and quality of renovations to all schools within LAUSD.
  • Single point of contact for the Facilities Division with the court appointed Independent Monitor.
  • Analyzed organizational issues effecting quality delivery of projects and provided organizational changes eliminating systemic problems.
  • Reduced barriers between departments, effectively built quality teams to design, execute, and inspect ADA renovations. Complied with demands of the Independent Monitor for quality.
  • Planned and executed the solution to the Modified Consent Decree in 20% of the allowed time on minimal budget. Met all requirements of the MCD by the legal time requirement.
  • Developed LAUSD resources to ensure quality ADA renovations continue throughout the building program by instituting personal accountability for delivery of ADA projects.

Director Facilities and Technology Programs LA Unified School District
- Directed the Construction Management day to day operations of a staff of 85 concerning construction management and engineering activities, and information technology design involved with 750 existing schools and 50 new schools.
  • Provides funding reviews, scoping, and management of projects on behalf of LAUSD.
  • Develops scope of work, budgeting, inspects work completed.
  • Provides Tiger Team support and liason for 8 LAUSD regions.
  • Develops, reviews, coordinates procedures for the operation of the division.
  • Manages construction management services for $856 million improvements to schools and Adult Education Centers.

2003 to 2006 - Charter College
Instructor - Presented the following courses resulting in personal development of the practical aspects of communication, planning, customer satisfaction, and evaluation.
  • Technology Instructor- Presented certified classes including: Cisco, Microsoft, Linux, Wireless Networking, and Hardware for A+ Certification, Database Design, Office Applications, and Operating Systems.
  • Management Instructor- Presented classes including: Project Management, Telecommunications for Managers, Advanced Telecom, Leadership and Team Building, Management of People (HR), and Information Technology Management.
  • General Education Instructor- Presented classes including: Physics, Math, Economics, Ethics, Technical Presentation, and Career Building.

1997 to 2002 - New Horizons Telecom Inc.
Senior Network System Engineer - Project Manager for many diverse contracts resulting in positive outcomes for New Horizons as well as its customers.
  • Project Manager for the authoring of a response to the State of Alaska Telecommunications RFP ($25 million per year of services) resulting in the winning of the proposal by Alaska Communications Systems. Program lead for the most important three of ten areas of the RFP (data network, video teleconferencing, and customer support service).
  • Project Manager for the wireless LAN design for 9 buildings at Carnegie Mellon University and the Law School and Business School at University of Michigan. Both projects completed ahead of schedule and below budget resulted in personal calls from the school officials to the CEO of NHTI with positive comments on contract performance.
  • Project Manager/ Engineer for contract with Kanas Corporation for design and installation of OC-48 Under-Sea Fiber Optic network from Valdez to Anchorage Alaska. Authored RFP for contract of services. Awarded contract for design, procurement, installation, turn-up, and provision of traffic on network ($1.2 Million). Service resulted in the first fiber optic communication service from Anchorage to Prudhoe Bay Alaska
  • Performed various Central Office engineering projects while contracted to ACS (power dist, mainframe expansion, DSL upgrades). Replaced aging equipment installations with Paragain DSL service, removed out of service rack equipment freeing up space for new service. Expanded power distribution, mainframe capabilities, as well as Fiber Distribution.
  • Designed Sonet Network for ATU, Seattle to Anchorage. Provided concept design and equipment design for the Indefeasible Right of Use (IRU) contract between ACS and GCI for service between Seattle, Anchorage, Fairbanks, and Juneau. Contracted for installation at the Westin building and interconnection with GCI network. Provided installation package for installations in Anchorage and Seattle.
  • Performed site surveys for Automated Surface Observation System (ASOS) at 14 sites in SW US, Schweinfurt, Ge, and Vicenza, It. Provided final reports for each site to include survey results, procurement of materials and electrical power for site construction by separate contractor.
  • Performed design review for ANICS installations for NHTI. Evaluated and reported on the contract provisions and deliverables New Horizons provided under the contract.
  • Performed HEMP design for Alaska Fiber Optic Ring. Performed route design for bi-directional fiber optic ring including compliance with High Altitude Electromagnetic Pulse Military Standards using background from EMP Test Lab (1979-1982)

1995-1997 First National Bank of Anchorage
Vice President Information Systems - Managed projects resulting in construction of new Data Center and new Corporate Office Center. Managed build out of following communications network, PC and WAN rollout, and consolidated Unisys based banking application.
  • Designed and Implemented Statewide Frame-Relay Network. Connected all branches to the Anchorage Data Center (new building construction) using Newbridge frame relay equipment and Rolm Semiens voice switches. Services provided 4 digit dial and long distance bypass to all communities with bank branches.
  • Rolled out 740 PCs to support new core banking application. Turned up new Unisys mainframe and associated banking applications using a Windows network and Windows pc platform. System still in use today.
  • Installed and integrated 35 LANs into Firstnet WAN using Windows NT technology and private network.
  • Replaced Novell LANs with Windows NT.
  • Designed and Rolled-out System Management Server to all LANs ensuring remote management and maximum efficiency of technician force.
  • Familiar with Newbridge, Cisco, Semiens/Rolm, WindowsNT/2000 and 95, Compaq, NCR products and HP Test Equipment (Internet Advisor).
  • Installed banking unique applications like CFI (Credit scoring), Optika (optical Imaging), Business Manager, CSSI.
  • Designed Network Control Center and Help Desk to remotely support 850 users with System Management Server.
  • Contracted for services: PM for PCs and Telecom Maintenance.
  • Responsible for Communications, Network, Hardware, and Software Support Units. (21 individuals plus 12 temps)

1986 - 1990 USAF, Scott AFB, IL
Branch Manager for Flying Safety
  • Flight Inspection Pilot for certification of FAA Navigation, Communication, and Surveillance systems worldwide. Completed FAA NAS course for pilots. Conducted flight inspections worldwide of RhoTheta (Vor/Tacan/NDB) facilities as well as ILS including Category 2 ILS. Flight inspections included radar facilities/controllers and NOTAM system.
  • FAA training included RF theory of navigational aids and application of the flight inspection process.
  • Qualified aircraft accident investigator. Primary investigator for T-6 mishap at Scott AFB.
  • Installed computer system to automate command briefings using Harvard Graphics and projection TV.
  • Owner of computer business retailing customized hardware and user support.

1983 - 1986 USAF - Hickam AFB, Hi.
Aerial Recovery Pilot
  • Recovered deorbited space platforms in-flight using C-130 aircraft. Upgraded to Aircraft Commander.
  • Started computer business with MBA wholesaling address lists and mass mailings using Dbase 2 and 3 between CPM and IBM computers.

1979 - 1983 USAF Weapon’s Laboratory - Albuquerque, NM.
Research Electrical Engineer
  • Research Electrical Engineer at Electro Magnetic Pulse Direct Drive Test Laboratory, Kirtland AFB.
  • Authored 50,000 lines of Fortran, Assembly language, and HP Pascal Code for computer controlled lab test equipment.
  • System Manager for HP-1000 and HP-3000 computer systems.
  • Designed database to merge DATA manuals with EMP test results to derive hardness of computer systems to EMP.
  • Represented the Program Management Offices as the EMP expert for testing systems including Air Launched Cruise Missile, Satellite Comm System, B-52 OAS, and Delco Carousel INS. Provided Critical Design Reviews and Final reports on each system
  • Supervised 6, Responsible for lab with $2 million in equipment and $1.5 million per year in budget. Contracted for services and equipment with USAF program management office.
